Troy is a great place and has a huge population of American Indians. Check the MiIndia website and Michigan Indian groups on Facebook. If you want to move to Troy, it's a little expensive for what you get. Look in other areas, specifically Clawson, Royal Oak, Rochester, Shelby Twp and Waterford.
Everyone is nice and family friendly. There are a couple of blocks that have a slightly higher concentration of drunken locals late at night, but they rarely cause a problem, and there are also many positive aspects of living downtown. If you can cope with the climb up the hill every day, it's a decent place to live. However, I always had the feeling that there were more options for cheaper student apartments close to campus.
